A product tanker company sold a fifth of its fleet this year and its chief executive told analysts the last four went for more than newbuildings on his own order book. Nobody in the room asked him about it.

Emanuele Lauro said it in prepared remarks on Thursday morning, between the profit figure and the fleet update, and it went past the room without a hand going up. Nineteen tankers, most of them eleven or twelve years old, sold this year at prices he says are above what Scorpio paid for them more than a decade ago. The last four, all LR2s, sold for more than LR2 newbuildings the company has on order. Seven analysts then asked him about freight rates.

🛢️ The Story

There are numbers that only make sense if you already know something. A second-hand ship selling above a newbuilding is one of them.

The Sentence Nobody Picked Up

Lauro’s line came in prepared remarks, not under questioning, which means it was meant to be heard. “Since the beginning of the year, we have sold 19 vessels, most of them 11 or 12 years old, at prices above what we originally paid for them more than a decade ago.” Then the part that matters: “As a point of reference, the last four sales, which were all LR2s, were completed at prices above the cost of the LR2 newbuildings we currently have on order.”

Check that against his own numbers, because the claim is narrower than it sounds and stronger than it looks. The four LR2s that closed in July went for $285.8m in aggregate, an average of $71.45m a ship. Scorpio has six LR2 newbuildings on order, at three different prices. Two were ordered at Dalian Shipbuilding in December 2025 at $70.8m each for 2027. Two more came at the same yard in February, options declared at $68.5m each for 2029. Two are at Jiangsu Hantong at $72.8m each, on a letter of intent signed in July, also for 2029. The six average $70.7m.

So the eleven and twelve-year-old ships cleared above four of the six and below two, and about $750,000 above the average of the whole order book. Lauro’s sentence holds, and it holds against more of his own book than the wording implies.

Note where it stops holding, because the restriction is the point. The three 2014-built LR2s that closed in the second quarter went for $195.0m together, $65.0m a ship on the release’s own grouping, and the 2015-built STI Solidarity at $60.0m. Every one of those is below every newbuilding Scorpio has contracted. The four that cleared $71.45m were agreed on May 27 and closed in July. Scorpio does not disclose when the earlier sales were agreed, so that interval is not on the record, but one comparison is, and it is the sharpest number in the file. On December 16, 2025 Scorpio agreed to sell STI Goal and STI Gallantry, both built in 2016, for $52.3m each. On May 27 it agreed to sell four ships built in 2014 and 2015 for $285.8m, an average of $71.45m a ship. Five months apart, older steel, thirty-seven percent more money. That is what “the last four sales” is doing in Lauro’s sentence.

The wider market says the same thing, and it says it in four different brokers' price tables. Allied Shipbroking’s July marks put a ten-year-old Aframax at $72.5m against a $75.0m newbuilding, Compass Maritime at $73m against $78m, Xclusiv at $73.0m against $78.0m on a South Korean basis, and Banchero Costa has a Chinese-built coated LR2 newbuilding at $71.8m. Resale tonnage is trading between 18.6 and 28 percent above newbuilding across three of those four tables. That is the inversion, and it is not one analyst’s opinion.

The cleanest test is a transaction, not a table. In June the 2015-built, 110,000 dwt LR2 Seriana sold to India’s GESCO for $72.0m on prompt delivery, one month after Scorpio’s four were agreed. Scorpio’s blend of two 2014s and two 2015s at $71.45m is not a premium and not a discount. It is the market, and the market for an eleven-year-old ship is now a newbuilding price. Read that alongside what a newbuilding actually costs to book: J.P. Morgan and Aegean Shipping each contracted 115,000 dwt tonnage at Chinese yards at $73.5m in June, for 2028 delivery. A hull built in 2014 and a hull that does not exist yet are priced within a few dollars in a hundred of each other, and only one of them can load a cargo before 2028.

He framed it as fleet renewal. “This reflects our philosophy on fleet renewal, realizing attractive values from older assets while reinvesting in more fuel-efficient vessels that will strengthen the fleet for many years to come.” That is a fair description of what the company did. It is not a description of what the price means.

Seven analysts took questions afterwards. Omar Nokta of Clarksons Securities asked about LR2 and Aframax fungibility. Chris Robertson of Deutsche Bank asked about long-haul routes. Ken Hoexter of Bank of America asked where the floor is. Stephanie Moore of Jefferies asked about structural change in LR2s, then about convertible dilution. Sherif Elmaghrabi of BTIG asked about time charter renewals. Liam Burke asked about refinery redistribution and MR fleet age. Kristoffer Skeie of Arctic Securities asked about the VLCC joint venture.

Not one asked why a company whose chief executive had just called the quarter the strongest in its history has sold a fifth of its fleet.

The biggest trading houses had their war. They made their money on barrels, not on ships, and the operator who positioned for the freight spike before the shooting started was not a trading house at all.

Glencore told the market on Wednesday morning that its trading arm expects to report about $3.3 billion of adjusted operating profit for the first six months of 2026. That would be more than the arm earned in the whole of last year, and it covers four months of a crisis in which the Strait of Hormuz was shut, briefly reopened, shut again, and reopened. The obvious reading is that a commodity trader got rich on a shipping crisis. Read the report itself and something stranger turns up. In the only place freight appears, it is a cost, not revenue. The report does not say which segment it sits in, and the items beside it are mine inputs. What is not in doubt is what Glencore paid for ships. Who collected instead is a matter of public record, and it is below.

London has moved to close the escape hatch. Where the new clause is written into a policy, an owner who buys passage loses the cover that makes the voyage financeable, and the market’s own lawyers cannot say whether that ship is ever insurable again.

Underwriters rarely publish anything that reorders a trade route, but on 23 July the Lloyd’s Market Association issued two hundred words that did. Clause LMA5708 is short, technical and easy to scroll past. What it does is remove the quiet middle option that owners had been feeling their way toward all summer: pay Iran, cross the strait, keep trading, and treat the fee as another line in the voyage estimate. Under the clause, the moment that payment is made, the insurers of that ship are released from their obligations to it. Not suspended. Released. And the guidance published alongside it goes out of its way to say what happens next, which is that nobody knows.

Selling the oil turns a detained tanker from a cost into a payday, and every EU coastal state now has a reason to stop one. There is one catch: the only country that tried to sell the crude was stopped by its own court.

On 23 July 2026 the European Union adopted its 21st sanctions package against Russia, and buried inside it is the measure that changes the economics of the whole shadow fleet fight. Until now, stopping a sanctioned tanker meant holding a ship you could not use and a cargo that only lost value while the lawyers argued. China cannot touch the Panama Canal, so it reached for the one thing a shipping nation cannot do without: its Flag. This is how a fight over two ports became a fleet exodus.

Panama is having one of the busiest years its canal has ever seen. The disruption of the Strait of Hormuz sent a river of American gas toward Asia, the locks are running near capacity, one ship reportedly paid $4m just to skip the queue, and the canal now expects to beat its revenue forecast for the year. Most of the tanker market is buying oil and gas. A handful of owners are quietly ordering ships to burn a toxic fuel almost no one else wants. This is why.

The smart money in tankers is on oil. It is on the Hormuz boom, on second-hand VLCCs, on the sanctioned-barrel trades, and this month it is on a bank: JPMorgan Asset Management has quietly ordered roughly $1.3bn of crude-tanker newbuilds, per TradeWinds. Set against that, the case for ammonia looks absurd. Only five ammonia-capable ships were booked in the whole of 2025, against 256 for LNG, on Clarksons Research figures. Green ammonia costs about five times conventional fuel and barely exists. Yet Exmar, AET, European Maritime Finance and a short list of others keep placing the bet anyway. The question worth asking is what they see that the oil-buying majority does not.

Every other Hormuz story is about ships, insurance or rates. The one thing money is struggling to buy is a crew willing to sail.

The number worth watching this week is not on a freight screen. It sits in a company memo. Bloomberg has seen a document from Sinokor, the firm it calls the largest supertanker owner going, offering crews an extra six months of pay for one round trip through Hormuz, loading in Saudi Arabia or Iraq and discharging in the Gulf of Oman, call it a month’s work. Sinokor will not comment. Six months of a senior master’s pay, on Bloomberg’s figure of as much as $15,000 a month, comes to something near $90,000 for the trip. Crews are turning it down anyway. That refusal is the story here, more than the money is.

One Greek billionaire kept sailing tankers through the Strait of Hormuz for a fortune, and this weekend three of his ships were hit within a day.

On the night of July 19 into July 20, projectiles struck two tankers managed by Dynacom in the southern approaches to the Strait of Hormuz off the coast of Oman. The VLCC Acheloos was hit but did not catch fire, and its crew was reported safe as the ship moved to an anchorage. The product tanker Kavomaleas, struck at roughly the same time about eight nautical miles from Kumzar, suffered an engine room fire, and its crew abandoned ship and was rescued off Oman. The same day, a third Dynacom tanker, the suezmax Asia, was hit by a drone while loading at the Caspian Pipeline Consortium terminal in the Black Sea, a sea and a continent away. One owner, three ships, two seas, one day. The question the market is now asking is not who did it, which may never be cleanly answered, but who keeps sailing.

Europe spent four years learning how hard it is to stop Russia’s ships. This month it learned something worse: the ships it still relies on can stop Europe.

The Financial Times reported that the sticking point on the toughest energy clause was Greece, and that its reason was neither ideology nor energy security but one company owned by one man: Dynagas, the ice-class gas-carrier operator controlled by Greek billionaire George Prokopiou. Athens was not alone in the room, and the package has been snagged on several national demands at once, but on the measure that would bar European owners from carrying Russian liquefied natural gas anywhere in the world, Greece is the wall. Because EU sanctions need every capital to say yes, that was enough to stall the file and force the bloc to freeze its Russian oil price cap by hand at $44.10. One objection. One fleet. A continent’s sharpest economic weapon now runs on manual.

Two-thirds of Russia’s seaborne crude now moves on tankers the West cannot see, insure, or stop.

In June 2026, sanctioned shadow vessels carried 66 percent of Russia’s seaborne crude exports, according to the Centre for Research on Energy and Clean Air, even as those exports hit a wartime record of 4.13 million barrels a day. Moscow is shipping more oil than at any point in the war and earning less for it than at almost any point this year. On July 16, sixty-two senators put their names to the Lindsey O. Graham Sanctioning Russia Act of 2026. It would tariff Russia’s five largest energy buyers up to 100 percent, make a raft of sanctions mandatory inside 30 days, and write shadow-fleet designations into law rather than leave them to a Treasury free to pause between packages. It carries the name of the South Carolina senator who negotiated it and died five days before it was filed. The question on every tanker desk is not whether this passes. It is how much steel stops moving if it does. The shadow fleet was built to disappear. This bill is written to make sure it cannot.

One name now sits at the center of both the Iranian and the Russian sanctions maps, and on July 14 the US Treasury put more than fifty fresh targets around it.

For years the shadow fleet was described as a scattering of anonymous owners, rented flags and disposable shell companies with no one obviously in charge. The US Treasury's July 14, 2026 action tells a different story: much of the tonnage moving sanctioned Iranian and Russian oil answers, directly or indirectly, to one Dubai-based businessman and the corporate lattice around him. The Suez Canal Authority (SCA) has posted its first wide ranging rate increase in about three years, and it has aimed the heaviest blow squarely at oil. Under a series of navigation circulars first reported by Splash247 and The Maritime Executive on June 9, the Egyptian waterway operator is raising the temporary surcharges it applies on top of standard transit dues for nearly every category of ship. The new regime takes effect for vessels commencing transit on or after July 15, 2026. Passenger ships are the only class exempt from any surcharge at all.

The steepest increase falls on tankers. According to Splash247, IndexBox and The Maritime Executive, laden crude oil carriers and petroleum product tankers now pay a 37 percent surcharge on their normal canal dues, up from 25 percent. Tankers travelling in ballast see their surcharge rise from 15 percent to 27 percent. No other class carries a rate as high as the laden tanker figure. LPG carriers and chemical tankers move to 32 percent from 20 percent. LNG carriers jump to 19 percent from 7 percent. Dry bulk carriers more than double, to 22 percent from 10 percent. General cargo, heavy lift, roll on roll off and similar categories climb to 26 percent from 14 percent, while vehicle carriers pay 26 percent northbound and 12 percent southbound. Container ships, the class Egypt most wants back, face a 12 percent surcharge, and the SCA said the existing tier based surcharge structure for container vessels stays unchanged. In plain terms, most classes went up by roughly twelve percentage points, a framing Lloyd’s List captured in its own headline, but crude and product tankers were left standing at the top of the table with the single highest rate on the water.

It is important to be precise about what this is, because the number will be misread. This is a surcharge on base canal dues, not a flat fee and not a tax on the full cost of a transit. The SCA levies its base toll on a vessel’s Suez Canal Net Tonnage, published in Special Drawing Rights, and that underlying tariff has not been revised since 2024. On top of that base toll sits the temporary surcharge, and it is that surcharge, the percentage, that just moved from 25 to 37 for a laden tanker. The authority described the increase as based on its assessment of maritime market conditions, and said the fees could be amended or cancelled depending on future developments. The word the SCA keeps using is “temporary.” Owners have heard that word before.

So what does it cost. Here the honest answer is a range, not a single clean figure. A laden VLCC transit of the Suez Canal runs roughly $800,000 all in, a figure consistent with April 2026 industry reporting and with the published toll calculators operated by Leth Agencies and Wilhelmsen, whose estimates for a fully loaded supertanker span roughly $400,000 to $900,000 depending on tonnage, draft, direction and cargo. That all in number bundles the base transit dues together with services such as pilotage, tugs, mooring and the transit convoy. Because the 37 percent surcharge is charged only on the base dues rather than on the entire bundle, the exact dollar increment from the twelve point jump varies vessel by vessel. What is not in doubt is the direction. For a laden supertanker, the move from 25 to 37 percent adds materially to a bill that already sits near $800,000, and it does so at a moment when every competing route is being repriced. We are deliberately not inventing a single surcharge dollar here, because the number depends on each ship’s net tonnage. Any broker can run the exact figure through a Leth or Wilhelmsen calculator for a named vessel, and that is precisely the exercise chartering desks are running this week.

Who actually pays is the next question, and the answer travels down the chain. The registered owner pays the canal first. On a spot voyage, the owner prices the higher canal cost into the freight it quotes, so the charterer, an oil major, a trader or a refiner, absorbs it through the fixture. On time charter and contract of affreightment business, the cost tends to surface through bunker adjustment factors and canal cost pass through clauses, a mechanism logistics advisories including Kuehne+Nagel flagged when the circulars landed. In other words, the SCA collects from the shipowner, but the economic weight settles on whoever owns the barrels and, eventually, on the refined product at the other end.

To understand why Egypt is raising prices at all, you have to see how far the canal fell. The Red Sea crisis began on November 19, 2023, when Houthi forces seized the car carrier Galaxy Leader off Yemen, and it emptied the waterway. Suez Canal revenue collapsed to about $4 billion in 2024 from a record $10.3 billion in 2023, according to figures the Suez Canal Authority reported through Ahram Online and Euronews. Only 13,213 ships transited in 2024, roughly half the more than 26,000 that passed in 2023. The International Monetary Fund, cited by Hellenic Shipping News, projected canal revenue of about $3.6 billion for fiscal year 2024 and 2025. gCaptain noted that before the attacks the canal processed roughly 80 container ships per week, and that by mid January 2026 the figure had recovered to just 26. This is a toll road that lost half its traffic and more than half its money, and it is now trying to rebuild the top line.

Here is the tension that makes this story worth your attention. The SCA is raising surcharges with one hand while, with the other, it is doing everything it can to lure ships back. The authority has run special provisions to attract container ships specifically, including incentives for vessels carrying cargo or sailing empty, and it has spent months publicly courting the liner giants. Suez Canal Authority Chairman Osama Rabie, speaking during ceremonies for CMA CGM’s newest ship as reported by The Maritime Executive, said the canal had succeeded in elevating the level of maritime services it provides as it sought to attract more vessels, and acknowledged that the region’s geopolitical challenges had imposed new realities on the maritime transport market and supply chains. Cairo trotted out the evidence: the ultra large container ship CMA CGM Vendome, at 220,553 deadweight tonnes and about 24,000 TEU, made its first southbound transit on CMA CGM's FAL 3 route since January 2026, and the French carrier logged 104 Suez transits in the first five months of 2026, moving 12.5 million tonnes. The pitch to shipping is the shorter voyage and the cost savings versus the Cape. The problem is that the same authority just made that voyage more expensive for the ships that burn the most fuel and carry the most valuable liquid cargo.

The timing collides with a genuine, fragile return by the container lines. In early February 2026, Maersk and Hapag-Lloyd brought their Gemini Cooperation ME11 service back through the Red Sea, only to divert it and other strings back around the Cape within weeks. Maersk attributed the reversal to “unforeseen constraints arising from the wider operating environment in the Red Sea region,” and framed the retreat as "temporary adjustments," per gCaptain. The carrier has argued consistently that the Trans Suez route “is the fastest, most sustainable and most efficient way for us to serve our customers.” Yet the whipsaw has a cost of its own that no toll captures. As Xeneta senior analyst Destine Ozuygur put it when CMA CGM abruptly reversed course, “Unpredictability is toxic for supply chains.” By July 2026 the mood had turned cautiously constructive again. gCaptain reported on July 6 that Maersk and Hapag-Lloyd would shift their AE15 service from the Cape back to the Suez Canal, and on July 9 that the MECL service would follow, with the Triple E class Majestic Maersk scheduled to transit around July 24. Chairman Rabie has forecast a return to normal traffic levels in the second half of 2026. Into that tentative recovery, the SCA has just dropped a price increase.

For the tanker market specifically, the surcharge lands on an already hot deck. Crude tanker spot rates hit multi-year highs in late 2025, according to the US Energy Information Administration, and then the 2026 Strait of Hormuz war drove them to outright records, with Lloyd's List reporting the Baltic VLCC index topping $420,000 a day at the peak. Even off that peak, tanker earnings remain strong enough that a higher canal surcharge is an irritant rather than a deterrent, and many laden VLCCs will simply pay and sail. But the calculus is not universal. For a marginal cargo where the Suez routing and the Cape routing are already close on total voyage economics, a twelve point increase on base dues can be the tie breaker that sends a supertanker south around Africa instead. That is the quiet risk in Cairo’s math: price the passage too aggressively, and the very diversions the canal spent two years trying to reverse become rational again.

Egypt is not alone in reaching for the toll book in 2026. Turkey raised transit fees for the Bosphorus and Dardanelles to $6.70 per net tonne from July 1, an increase of roughly 15 percent under its annual indexation, up from $5.83 last year, according to Daily Sabah, Xinhua and TASS. Two of the world’s critical chokepoints have now repriced within a fortnight of each other. For an owner routing crude from the Gulf to the Mediterranean or the Atlantic basin, the cumulative message is that the fixed geography of the oil trade is getting more expensive to cross, one waterway at a time.

None of this is a war story. There is no attack here, no closure, no missile. This is a commercial decision by a sovereign toll authority to charge more for a scarce piece of geography, and to charge oil the most of all. The question that hangs over it is whether a canal that just clawed its way partway back from a fifty percent traffic collapse can raise prices on its most fuel hungry customers without pushing a share of them back onto the Cape. A single benchmark crude tanker rate just jumped 92 percent in one week, and for the third time this year, the oil war has made the owners willing to sail Hormuz spectacularly rich.

When the United States reimposed its blockade on Iran on July 13 and Iran declared the strait closed again, the benchmark supertanker rate snapped back to $188,957 a day, its highest since March, and the mid-sized crude carriers behind it jumped more than 40 percent in the same week. None of that steel got faster or safer overnight; what changed is that sailing a laden tanker past the Iranian coast is now a bet on the ship's own survival, and the owners willing to take it can name their price. That premium does not stay at sea: the owner collects it first, the trader who charters him folds it into the delivered price of crude, and it reaches you last, as the extra cents a gallon nobody can quite explain. The owner is paid first. You pay last.

🛢️ The Story

Start with this week, because the market just did something it has done twice before this year. When the United States reimposed its blockade on Iranian shipping on July 13 and Iran declared the Strait of Hormuz closed again, crude tanker rates snapped straight back up. The Baltic Exchange’s benchmark very large crude carrier rate on the West Africa to China run jumped 92 percent in a single week to $188,957 a day, its highest level since March 10, during the first crisis. A separate composite VLCC assessment rose 11.7 percent week on week to about $137,248 a day, and the overall tanker rate index climbed 3.3 percent, according to Clarksons. Once again in 2026, a chokepoint war has turned the world’s supertankers into some of the most valuable working objects on earth, and the reason is not steel or engineering. It is nerve.

But the spike is not uniform, and the split inside it is the real intelligence. This is a crude story, not a tanker story: the money is pouring into the ships that carry crude oil and draining out of the ships that carry refined fuel. Every crude class is riding high. On July 13 the very large crude carriers that haul Gulf oil to Asia led the jump, and the mid-sized aframaxes surged 44.7 percent in a week to $60,367 a day, while the suezmaxes that lift a million barrels had held six-figure earnings around $151,000 a day through early July. The scramble for non-Gulf crude and the long way around a closed strait have lifted the whole dirty fleet.

On the clean side, the picture inverts. Product tankers that move gasoline, diesel and jet fuel have gone backwards. By early July the benchmark Medium Range rate on the US Gulf to Europe run had collapsed to roughly $8,500 a day, down 57 percent in a week and 59 percent on the year, the sharpest correction of any class, while the larger LR2 clean tankers sat near $21,900 a day. The clearest proof of the divide is that ships are physically changing sides. Because crude now pays so much more than refined fuel, 68 clean LR2 tankers have been switched to carrying crude so far in 2026, more than the 49 that converted in all of last year. When a tanker built for diesel starts hauling crude instead, that is the freight market voting with steel.

To understand how the crude side doubles in a week, you have to understand what these ships are actually selling now. A VLCC carries about two million barrels of crude. In a normal market its daily rate is a function of supply and demand, a commodity price. In this market it is a bet. When a strait can be open on Monday and blockaded on Tuesday, the owner who agrees to send a laden ship through it is not selling transport, he is selling willingness to take a risk almost no one else will take. That is why rates move in giant steps rather than smooth curves, and why the tanker owners who will sail are, by one blunt industry description, having the best weeks of the entire crisis.

This war has now produced that spectacle again and again, and the numbers from the earlier spikes explain why owners are so quick to point their ships back toward the Gulf. The first shock, in early March, was the most violent. As Iran mined the strait and major marine insurers suspended war-risk cover, a VLCC was fixed at a stunning $770,000 a day, an all-time record, according to TradeWinds. Rates cooled through the spring as the front stabilized. Then came the second act. When Washington and Tehran signed a memorandum of understanding on June 18 that briefly reopened Hormuz, importers scrambled to charter ships and grab Persian Gulf barrels while the window was open, and VLCC earnings jumped 87 percent in days to around $195,000 a day, then kept climbing.

That late-June reopening is where the names come in, because it is when the biggest trading houses in the world showed exactly what they would pay. According to the tanker pool Tankers International, Mercuria, one of the largest independent oil traders, fixed the Delos, a 2019-built VLCC owned by Greece’s Embiricos family and managed by Aeolos Management, on subjects at $469,000 a day for a voyage from the Arabian Gulf to China. TradeWinds logged the figure at $468,900. Days later, Vitol, the largest independent trader of all, fixed the Kyklades Maritime VLCC Nissos Kea at $439,000 a day for an Arabian Gulf to Far East run. These were not the market. They were the tip of it, the price of a specific thing: a ship whose owner would accept a Hormuz transit when most would not. By contrast, VLCCs willing only to load in the Gulf of Oman, outside the strait, were fetching a comparatively modest $220,000 to $230,000 a day, a gap that measured the raw price of the risk itself.

Then the deal fell apart, and the roller coaster turned again. The ceasefire collapsed on July 8. By early July, before the collapse fully hit the freight market, benchmark rates had already cooled back toward $115,000 to $145,000 a day as traffic tentatively normalized. That calm did not last. On July 13, President Trump reinstated the blockade on Iran and, on Truth Social, floated a 20 percent toll on cargo moving through the Strait of Hormuz, declaring the United States “THE GUARDIAN OF THE HORMUZ STRAIT” and demanding reimbursement for “providing safety and security to this very volatile section of the World.” The toll drew immediate opposition, including from the IMO, and Trump abandoned it within a day, saying he would replace the fee with trade and investment deals from the Gulf states. The blockade stayed. On July 14 it took effect and the war reached the shipping lanes directly: after a third consecutive night of US strikes on Iran’s coast, Iran’s Revolutionary Guard struck two Emirati supertankers transiting Hormuz, killing one crew member, and Brent crude spiked to a one-month high above $86 a barrel. The freight market did what it now does on cue. It spiked.

To grasp how expensive nerve has become, follow the tonnage. When Iran first closed the strait on February 28, the fleet did what fleets do in a war zone: it left. By IMF PortWatch data, roughly 90 vessels a day transited Hormuz before the conflict. At the depth of the crisis that collapsed into the low double digits a day, and even after the June deal it clawed back only into the low 30s, roughly a third of the old normal. Months of repositioning pulled most VLCC capacity out of Persian Gulf circulation, so that when cargoes must move, there are few ships in the right place to move them. And the ships that remain will not sail for an ordinary number. With the blockade reimposed and Hormuz declared closed again, transit has thinned back toward a trickle, because an owner will point a laden hull into the strait only when the voyage pays enough to make the danger worth it. That is a second engine under the rate: any barrel that has to cross must first find one of the few owners willing to go, then pay whatever it takes to move them, and the scarcer those willing owners get, the higher the clearing price climbs. Every fresh attack in the strait thins the pool again. The same disruption that cut VLCC volumes through Hormuz by an estimated 36 percent also sent rates to records, because fewer cargoes moved but each one had to outbid the fear. Voyages lengthened as ships took evasive routing, soaking up still more capacity. A market with a fraction of its usual flow and few of its usual ships prices on desperation.

It is worth being precise about what these numbers are and are not, because some of them are more theatrical than they look. The eye-watering Gulf fixtures, the Mercuria and Vitol prints, were reported on subjects, meaning provisionally, and Lloyd’s List has gone so far as to describe some Middle East Gulf rates as “imaginary,” headline numbers that move sentiment even where cargoes do not ultimately trade at them. The $188,957 benchmark is a West Africa to China assessment, a global-market proxy rather than a Hormuz fixture, and voyages actually exposed to the strait carry a further premium on top of it. None of that makes the money unreal. Mercuria and Vitol are serious counterparties, real cargoes are moving at extraordinary cost, and the owners collecting these rates are booking the profits. But the honest picture is a market where the top prints are part transaction and part signal, and where the signal alone is enough to move the price of oil.

The owners on the right side of this are the visible winners. Frontline, the VLCC giant controlled by John Fredriksen, posted a first-quarter net profit of $559.1 million, its strongest quarter by adjusted earnings since 2004, and locked in second-quarter VLCC rates around $181,700 a day, levels set before this week’s spike. Greece’s Okeanis Eco Tankers reported a record quarter and told investors the first half of 2026 could beat any full year in its history. DHT Holdings and other pure-play crude owners rode the same wave, and the Embiricos family, whose Delos commanded Mercuria’s $469,000, is exactly the kind of owner this war rewards. When crude rates jump 92 percent in a week, the owners holding tonnage near the Gulf are the ones who cash the check, while the clean-tanker owners left carrying diesel watch their rates fall.

Now the part that turns a chartering-desk story into something every driver should care about. Freight does not stay at sea. It is embedded in the delivered price of crude, which becomes the input price of gasoline, diesel and jet fuel. When benchmark crude tanker rates double in a week and Hormuz-exposed fixtures run into the hundreds of thousands of dollars a day, the freight bill on a single two-million-barrel cargo can swing by many millions, several dollars a barrel of pure transport cost layered on top of a crude price already inflated by the war. It never appears on a pump as a line item labeled “supertanker.” It appears as the extra few cents to a dollar a gallon that no one can quite explain. So the answer to who pays as Hormuz sends rates soaring is the same as it always is: the owner is paid first, the trader pays him, and you pay last. For half a century, the logic of Dubai was that geography was destiny. Jebel Ali, the largest container port in the Middle East, sits inside the Persian Gulf, a few hours’ sail from the Strait of Hormuz, and it turned that position into the transshipment heart of a region. Roughly 33 million TEU move through Gulf ports every year, and Jebel Ali alone handles about 15.5 million of them, the primary node through which goods reach Dubai, Abu Dhabi and much of the wider Gulf. The entire model assumed the strait would always be open. In 2026 that assumption broke.

On July 14, the Financial Times reported that DP World, the state-owned operator of Jebel Ali, is in talks to build a new port and container terminal at Fujairah, the emirate on the UAE’s east coast that faces the Gulf of Oman, outside the Strait of Hormuz. The plan, according to the FT, is to give the UAE a gateway that cargo can reach without ever transiting the strait. Containers would land at Fujairah and move overland by road to Dubai, Abu Dhabi and the other Gulf emirates. A senior company official told the paper the port could be operational in about eighteen months. The project is still early stage rather than a final investment decision, a term sheet is being negotiated with UAE government officials, and the structure and financing have not been settled. But the direction is unmistakable: the UAE is building physical insurance against its own front door.

To understand why a port operator would consider spending years and billions to route around its own flagship hub, you have to look at what happened to that hub. When the US-Israel air war on Iran began on February 28 and Iran closed the Strait of Hormuz, the Gulf’s container system seized. On March 1, DP World suspended operations at Jebel Ali after a fire caused by falling debris from an aerial interception. Ship arrivals collapsed. According to vessel-tracking data, arrivals at Jebel Ali fell from 67 in late January to just 23 by March 10, and regional container throughput dropped by as much as 79 percent at the peak of the disruption. Average vessel waiting times at Jebel Ali jumped 178 percent. The busiest container gateway in the Gulf had become a place ships could not reliably reach.

The world’s major container lines reacted the way they always do, by leaving. MSC, the world’s largest container shipping company, along with Maersk, CMA CGM and Hapag-Lloyd, halted new bookings into the Gulf or slapped on emergency surcharges of up to $4,000 per container. At least fifteen container ships reversed course rather than enter or exit the strait. The Cape of Good Hope, the long route around southern Africa, became the main artery for Asia-to-Europe and Asia-to-Gulf cargo, adding weeks to voyages. Some shippers turned to a workaround that is now becoming a permanent strategy: land the containers at a port outside Hormuz, such as Khor Fakkan on the UAE east coast, and truck them inland. DP World’s Fujairah plan is that workaround, industrialized.

Crucially, this is not only a container story. The same geography that traps containers traps oil, and the UAE has been racing to fix that too. ADNOC, the Abu Dhabi national oil company, has been directed to fast-track a second crude pipeline to Fujairah, the terminal that sits on the Gulf of Oman coast beyond the strait. That pipeline was roughly half complete as of May 2026, with a target of 2027, and once online it would roughly double the UAE’s existing pipeline export capacity from around 1.8 million barrels a day. In the meantime, the UAE has been using tankers to shuttle crude from inside the strait to waters outside it, where the oil is transferred to larger ships for the run to Asia. A container port at Fujairah and a second crude pipeline to Fujairah are two halves of the same idea: move the UAE’s economic center of gravity to the safe side of the chokepoint.

The timing is what makes this a turning point rather than a contingency plan. The UAE did not commit to building around Hormuz when the strait briefly reopened. It committed as the strait was closing again. On July 12, President Trump reimposed the US blockade of Iranian shipping and announced that every other country would have to pay a 20 percent toll to move cargo through Hormuz, casting it as reimbursement for the US “providing safety and security to this very volatile section of the World.” On July 14, the day the DP World talks were reported, the blockade took effect and the war reached the shipping lanes directly. After a third consecutive night of US strikes on Iran’s coast, Iran’s Revolutionary Guard struck two Emirati supertankers transiting the strait, the ADNOC vessels Mombasa B and Al Bahyah, killing one crew member, and Brent crude climbed another 4.3 percent to $86.85, a one-month high. A port that skips Hormuz stops looking like a hedge and starts looking like a necessity.

There is a strategic subtext that a broker in Singapore or a trader in Geneva will read instantly. For decades, Iran’s single greatest source of leverage was the map. Roughly a fifth of the world's seaborne oil and a large share of the Gulf's containerized trade have to pass within missile range of the Iranian coast. Every plan to build around Hormuz, whether a Saudi pipeline to the Red Sea, an Emirati pipeline to Fujairah, or now an Emirati container port at Fujairah, chips a little more value off that leverage. It cannot be removed quickly. Fujairah cannot replace Jebel Ali's 15.5 million TEU overnight, and eighteen months is a long time in a war. But the direction of travel matters. The Gulf’s richest states are voting with concrete and steel that the chokepoint is a liability they intend to engineer around, not simply wait out.

The counterpoint deserves a fair hearing. Fujairah’s existing port is a major bunkering and fuel-storage hub, but it was not built to move millions of containers, and the road network from the east coast to Dubai and Abu Dhabi would carry a load it has never carried. Trucking containers over the Hajar Mountains is slower and costlier than sailing them into Jebel Ali, and it cannot match a deepwater container port’s throughput. Skeptics will note that grand Gulf infrastructure announcements do not always become steel, that the financing here is explicitly unsettled, and that if a durable ceasefire returned tomorrow the whole rationale would soften. All true. But the fact that DP World is negotiating a term sheet with the government rather than issuing a press release suggests this is further along than a trial balloon, and the parallel pipeline work shows the UAE is willing to spend real money on the same premise. What happens to the tanker market, the container lines and Iran’s leverage if this bypass actually gets built, and why the next year and a half may reset the map of Gulf trade, is below.

🛢️ The Story

Start with the number that reframes everything. When war erupted on February 28, US and Israeli strikes killed Iran’s Supreme Leader Ali Khamenei and a cluster of senior officials, and Iran closed the Strait of Hormuz. Brent crude jumped 66 percent, from a $57.10 close on February 27 to a $94.65 peak on March 7. A chokepoint that carries roughly a fifth of the world’s seaborne oil seized up, and every barrel that still moved became worth far more. War does not destroy oil wealth. It concentrates it, and hands it to whoever can still deliver.

The countries cashed in first. According to a June analysis by Al Jazeera, the United States booked roughly $50 billion in additional oil export revenue as buyers east of Suez scrambled for non-Gulf crude. Russia, whose exports kept flowing, stands to gain between $45 billion and $151 billion in extra budget revenue this year, the Kyiv School of Economics estimated, depending on how long the disruption lasts. Saudi Arabia leaned on its 1,200-kilometer East-West pipeline to the Red Sea to route around Hormuz, and Saudi Aramco’s first-quarter profit rose 25 percent to $32.5 billion as it sold into a spiking market. Three governments, tens of billions of dollars, all from a war meant to punish one of them.

The oil majors were next. BP's own first-quarter results showed underlying profit of $3.2 billion, more than double a year earlier on higher refining margins and strong oil trading, and the European majors with large trading arms did best of all, because volatility is what trading desks are built to harvest. In the United States, the refiners hit records: the benchmark 3-2-1 crack spread, the rough margin a refinery earns turning crude into gasoline and diesel, reached an all-time high of $64.58 a barrel on July 8, and ExxonMobil signaled a roughly $5 billion quarter-on-quarter profit jump, with analysts expecting its second-quarter earnings to roughly triple the first. Even a partial disruption to Middle East supply, which cost Exxon an estimated $1.2 billion in production, was dwarfed by the margin windfall it created downstream.

The trading houses did well out of the dislocation, though not uniformly. Trafigura reported surging profit and volumes in its first results after the Hormuz closure, and the trading arms of Shell and TotalEnergies pointed to gains tied to the war. Vitol, the largest independent trader, was the cautionary case: it told its banks it still made around $2 billion in the first quarter, but only after taking losses on Iran-war derivatives that forced it to reorganize its trading desk.

Then there is the business Gosships watches most closely, and where the war landed hardest and most profitably: the tankers. Shipping bottlenecks idled the equivalent of roughly 7 percent of the world’s tanker capacity, and freight rates blew out, from near 100 Worldscale points before the war to north of 500 at the peak. Frontline, controlled by John Fredriksen, posted a first-quarter net profit of $559.1 million, in its strongest quarter by adjusted earnings since 2004, and locked in second-quarter VLCC rates around $181,700 a day. Greece’s Okeanis Eco Tankers reported a record quarter and told investors the first half of 2026 could beat any full year in its history. DHT Holdings and other pure-play owners rode the same wave. For an owner willing to send a ship toward Hormuz, the war was the best market in a generation.

And then there is the winner almost nobody names. Moving sanctioned Iranian and Russian crude through a war zone is not a trade most owners will touch, which is precisely why it pays. According to the US Treasury, that business runs in large part through Mohammad Hossein Shamkhani, the son of Ali Shamkhani, the security chief killed on the war’s first day. His network moves Iranian and Russian crude in breach of sanctions through layers of shell companies, with Crios Shipping LLC as its maritime cornerstone, a UAE front called Meritron DMCC to acquire vessels, and a hedge fund, Ocean Leonid Investments, to turn the oil proceeds into investment returns. The mechanics are pure shadow trade: tankers running dark to ship-to-ship transfers off Malaysia, cargo papers reissued to erase the oil’s origin, delivery to China. Treasury has gone further and tied the network to a barter line in which Iran ships missile and drone parts to Russia and takes petroleum in return. In designating it, Treasury said Shamkhani “heads a multi-billion dollar Iranian and Russian petroleum sales empire that enriches a family connected to the highest echelons of the Iranian regime at the expense of the Iranian people.” The pressure campaign has hit the network twice, in its largest Iran action since 2018 in July 2025 and again under a campaign named Economic Fury on April 15, 2026, and it kept sailing.

The July 12 move is its own turning point, and not only for Iran. Trump said Iranian ships would be barred from Hormuz outright, while every other country could still transit if it paid a 20 percent toll on cargo, which he cast as reimbursement for the US “providing safety and security to this very volatile section of the World.” Central Command said the blockade would take effect on Tuesday, July 14. A direct American levy on the world’s most important oil artery, which carries roughly a fifth of seaborne crude, is without modern precedent, and it raises the landed cost of every Gulf barrel while handing the advantage to non-Gulf suppliers and the traders positioned to arbitrage the gap, the United States and its shale exporters chief among them. It will not go unchallenged. Within hours the International Maritime Organization rejected the idea, its secretary-general Arsenio Dominguez saying the body “stands firmly against charging fees for passage through straits used for international navigation.” Kpler already reports Hormuz crossings down more than half in a single week.

That is the uncomfortable arithmetic of the paradox at the center of this war. In March, Iran’s physical crude exports fell 45 percent, yet the value of the oil it shipped fell only 15 percent, because the war had made each barrel so much more valuable, according to tanker tracking by United Against Nuclear Iran. The regime the strikes were built to bankrupt lost throughput and kept the money, and the fleet that made that possible is the same one now positioned to profit from the second act. Oil traders move barrels. They do not usually move in.

This week, Reuters reported that Vitol, the largest independent energy trader on earth, is preparing to open an office in Caracas, staffed initially by about a dozen people in mainly trading roles and led by Mario Pantoja, a 35-year Chevron veteran who most recently headed the major's crude marketing across Venezuela. That is a small headcount with an enormous signal attached. The trading houses that have spent 2026 moving the bulk of Venezuela's exported oil to market are no longer content to lift the cargoes from a distance. They are building a permanent presence inside the country, hiring the people who used to run it for the majors, and positioning to become the operators of a petrostate the United States is trying to rebuild from the ground up.

🛢️ The Story

For a commodity trader, an office is a commitment. A desk can lift cargoes from anywhere. Trading houses run the physical oil trade from Geneva, Houston and Singapore precisely because they do not need to be in the countries whose barrels they move. So when Vitol, the world’s largest independent energy trader, prepares to open a physical office in a country as sanctioned, as unstable and as politically radioactive as Venezuela, the news is not the office. It is what the office means.

Reuters reported this week that Vitol is making early preparations to open a Caracas office, offering jobs initially to about a dozen people in mainly trading roles. The unit is expected to be led by Mario Pantoja, who spent 35 years at Chevron and most recently ran the American major's crude marketing operation inside Venezuela. That detail is the story within the story. Vitol is not sending in outsiders to learn the market. It is hiring the man who ran the market for Chevron, the one company that never left, and setting him up to compete with his former employer for the barrels of a national oil company the United States is trying to resurrect. "For many years Vitol has had a strong relationship with PDVSA," Henry Medina, the trader's head of Latin America, told Reuters in an email. "We look forward to building on this and developing additional partnerships in Venezuela, as well as a meaningful presence in the country."

To understand why a trader would plant a flag in Caracas, follow the barrels. Under a framework agreed between Caracas and Washington and run under the Trump administration's authority, Vitol, Trafigura and a handful of other trading firms have spent 2026 carrying most of Venezuela's exported oil, steering crude that once sailed to Chinese refiners toward American, European and Caribbean buyers instead. The scale is no longer marginal. In June, Venezuela exported about 1.2 million barrels a day of crude and fuel, down slightly from 1.24 million in May. Of that, Vitol and Trafigura moved roughly 775,000 barrels a day, close to 64 percent of the total, while Chevron, the incumbent major, shipped about 293,000 barrels a day. The traders are not a supporting act in Venezuela’s oil comeback. They are the main channel through which it reaches the world.

That channel was opened by a deal. In January 2026, days after the United States removed Nicolas Maduro from power, the Trump administration reached an arrangement with Vitol and Trafigura to sell up to 50 million barrels of Venezuelan crude, a package valued at roughly $2 billion. The trading firms secured the first US licenses to load and export the oil in early January, and the traders later grew that volume past 100 million barrels. The same week, at a White House meeting with senior executives of Exxon Mobil, ConocoPhillips, Chevron, Halliburton, Valero and Marathon, Trump pledged that oil companies would put at least $100 billion into reviving Venezuela's energy industry under American military protection. The pitch was blunt: America would provide the security, and the companies would make their returns.

Here is the part that matters for anyone reading a headline that says the country is open for business. It is not, or not fully. Venezuela’s sanctions remain in place. The prohibitions on dealing with the government, with the state oil company PDVSA, with the state minerals firm and with the broader oil and gas sector are still law. What has changed is that Washington is now issuing licenses and waivers that authorize specific players, Chevron first, then Vitol and Trafigura, to lift and sell specific volumes, while a naval blockade that the United States imposed in December 2025 continues to control the surrounding waters. The reopening is not a lifting of sanctions. It is a licensed, policed, tightly controlled reopening, and the line between the barrels that are allowed to move and the barrels that are not is drawn in Washington. As recently as July 2026, the US Treasury’s Office of Foreign Assets Control sanctioned four more companies operating in Venezuela’s oil sector and named four tankers as blocked property. The door is open for the licensed. It is still being slammed on everyone else.

That two-track system is precisely why an office in Caracas is worth twelve salaries to Vitol. In a market where access is granted rather than bought, physical presence is leverage. A trader with people on the ground, relationships inside PDVSA, and a former Chevron marketing chief steering the desk is better placed to win allocations, structure deals, and move first when the next license is written. Trafigura is already inside the country, and Vitol is following it in. The competition is no longer just for cargoes. It is for position in a rebuild that Washington has priced at $100 billion, and the traders have decided that the way to win that position is to stop commuting and start living there.

The shipping consequences run straight through this. Venezuela’s oil map is being redrawn by policy, and every redrawing is a change in ton-miles. For years, the bulk of Venezuela’s heavy crude sailed the long haul to China, feeding the independent refiners that bought sanctioned barrels at deep discounts. Under the US-backed framework, those same barrels are being turned toward the United States, Europe and the Caribbean. In June, shipments to the United States rose to about 630,000 barrels a day, while flows to India, another discount buyer, fell to roughly 277,000. A barrel that once crossed the Pacific to Shandong now makes a far shorter trip to the US Gulf, which is fewer ton-miles per barrel even as total volume climbs. For the tanker market, the Venezuela reopening is a volume story and a routing story at the same time, and the two pull in opposite directions on vessel demand.

There is also a discount worth watching, because it is where the money is made and lost. When the licensed trade began, Venezuelan crude was moving at around $30 a barrel below the Brent benchmark. As the framework matured and buyers competed, that discount narrowed toward $15, with Brent near $63, meaning Venezuela was receiving roughly $48 a barrel rather than the $33 it collected under the deepest sanctions. Every dollar the discount narrows is a dollar that shifts from the trader’s margin and the refiner’s bargain toward the Venezuelan state and its American-backed reconstruction. A trader with an office in Caracas is positioned on the right side of that shift, close to the barrels, close to the counterparty, and close to the licenses that decide who gets to lift them.

None of this erases the risk, and the honest version of the story keeps it in view. Venezuela’s production recovery is real but fragile, its export terminals saw minor delays from two earthquakes in June, and the entire framework rests on a political settlement that is months old and could reverse. A trading house opening an office is a bet that the reopening holds, that the licenses keep coming, and that being physically present when Venezuela’s output climbs will pay off. It is a calculated, cycle-aware bet by firms that make their living reading exactly these situations. But it is a bet, and the same Washington that wrote the licenses can rescind them.

What is not in doubt is the shift in who controls the barrels. For a century, the story of an oil nation’s revival was written by the majors: the Exxons and Chevrons that drilled the fields, built the terminals and marketed the crude. In Venezuela, in 2026, that story is being co-written by the traders, and increasingly led by them. Vitol and Trafigura already move nearly two-thirds of the country’s oil. Now Vitol is hiring the majors’ own people and opening its own office to run the trade from the inside. The question that hangs over the whole reopening, and the one that should concern every major, every charterer and every sanctions officer watching this unfold, is below: if the trading houses are not waiting for the oil majors to rebuild Venezuela, and are instead building their own position inside it, who actually ends up controlling the largest proven oil reserves in the world?

Most people picture JPMorgan as a bank: deposits, deals, trading desks in glass towers. Very few picture it as a shipowner. Yet for years the bank has quietly operated a substantial fleet of ocean-going ships on behalf of institutional investors, and over the past six months it has been buying crude tankers with the conviction of an investor that thinks it knows where the market is going. On July 8, that quiet accumulation became a confirmed number. JPMorgan told TradeWinds it now holds seven Suezmax crude tankers on order at South Korea’s Samsung Heavy Industries.

The vehicle behind the orders is Global Meridian Holdings, a Bermuda-based shipowning platform that sits inside JPMorgan Asset Management. According to TradeWinds, the operation is run day to day by Andy Dacy, who the publication says manages the bank’s roughly 140-vessel fleet “with the intensity of a shipowner not just a banker.” That fleet is not a paper position. It spans crude and product tankers, bulk carriers, LNG carriers and other vessels, and VesselsValue data cited in mid-2025 put Global Meridian’s tanker holdings alone at around 28 ships before this year’s ordering wave. This is a genuine industrial fleet owned by an asset manager, not a financing line on a balance sheet.

The recent buying has been steady rather than splashy, which is exactly why it has stayed under the radar. Splash247 and Riviera have tracked Global Meridian and JPMorgan-linked entities placing repeated orders at Samsung through the spring and early summer, first a batch in March, more in June, and the two additional 158,000 deadweight tonne Suezmaxes confirmed on July 8, each priced by TradeWinds at about $92 million and scheduled for delivery in the first quarter of 2028. Beyond the Suezmaxes, JPMorgan-linked platforms have also been tied to LNG carriers and very large gas carriers at the same yard. Riviera reported that one recent run of gas carrier orders alone pushed the associated investment toward $1 billion. Pulling the threads together, industry sources cited by Splash247 estimate that JPMorgan-linked platforms have committed more than $3 billion to newbuilding projects over roughly the past six months. That figure is an estimate, not a filing, and it spans tankers, LNG and LPG carriers rather than tankers alone, but the direction is unmistakable.
