Finnish authorities have detained the Russian tanker Eagle S after an inspection revealed critical safety deficiencies. The vessel, part of Russia's "shadow fleet," is also suspected of damaging the Estlink2 undersea cable on Christmas Day.
The Finnish Transport and Communications Agency (Traficom) identified 32 safety deficiencies, three severe enough to justify the ship's detention. Key issues included malfunctions in fire safety systems, navigation equipment, and pump room ventilation.
"Traficom has detained the ship Eagle S based on observations made during port state control. The deficiencies detected are of a nature that operating the ship is forbidden until the deficiencies have been rectified," stated Sanna Sonninen, Director-General of the Maritime Sector at Traficom.
Investigators recently recovered an anchor from the Gulf of Finland believed to belong to the Eagle S, suspecting it was intentionally dragged over the Estlink2 cable. The Helsinki Police Department and Finland's National Bureau of Investigation (NBI) are leading the ongoing probe into this potential sabotage.
Inspectors also highlighted failures in the ship's safety management system, crew accommodations, electrical systems, and overall maintenance. These deficiencies pose risks to the crew, the environment, and maritime operations.
The Eagle S is part of Russia's aging "shadow fleet," used to evade sanctions and the G7 oil price cap imposed after Russia's 2022 invasion of Ukraine. These vessels often operate under dubious ownership and lack proper insurance, increasing the risk of maritime accidents.
This detention adds to concerns over underwater infrastructure security in the Baltic Sea, following multiple incidents since 2022. Baltic nations have heightened vigilance in response, and NATO plans to boost its regional presence.
"Traficom must verify the rectification of deficiencies or a flag State plan before the ship can resume its voyage," added Sonninen.
