Summary of IMO PPR 12

The 12th session of the International Maritime Organization's (IMO) Sub-Committee on Pollution Prevention and Response (PPR 12) convened in London from January 27 to 31, 2025. Key outcomes from the meeting include:

1. Provisional Categorization of Liquid Substances

The Sub-Committee endorsed MEPC.2/Circ.30, prepared by the Evaluation of Safety and Pollution Hazards (ESPH) Technical Group, which provides provisional categorizations of liquid substances under MARPOL Annex II and the International Bulk Chemical (IBC) Code.

2. Interim Guidance on Biofuel Blends

Agreement was reached on interim guidance for the carriage of blends of biofuels and MARPOL Annex I cargoes by conventional bunker ships. This guidance is anticipated to be approved by the Marine Environment Protection Committee (MEPC) at its 83rd session in April 2025.

3. In-Water Cleaning of Ships' Biofouling

The Sub-Committee finalized draft guidance on the in-water cleaning of ships' biofouling, aiming to support safe and environmentally responsible cleaning practices. This guidance will be submitted to MEPC 83 for anticipated adoption.

4. 2025 Guidelines on Selective Catalytic Reduction (SCR) Systems

Draft 2025 guidelines on SCR systems were approved, focusing on reducing nitrogen oxide (NOx) emissions from marine diesel engines. These guidelines are expected to be adopted by MEPC 83.

5. Action Plan to Address Marine Plastic Litter

The Sub-Committee developed a draft 2025 Action Plan to address marine plastic litter from ships, updating the strategy to include revised groupings and prioritizations of actions. Both the draft Action Plan and the updated strategy will be presented to MEPC 83 for adoption and approval, respectively.

6. Amendments to Inventory of Hazardous Materials Guidelines

Draft amendments to Appendix 6 of MEPC.379(80) were approved, clarifying different threshold levels for cybutryne in wet paints versus hull samples. These amendments aim to provide clearer guidance for shipowners compiling or updating their Inventory of Hazardous Materials.


These developments reflect the IMO's ongoing commitment to enhancing environmental protection and pollution prevention in maritime operations.
